Capital Legal Services to speak as expert in Public-Private Partnership at Seliger-2014

Capital Legal Services, one of the leading Russian law firms will speak in the capacity of exclusive expert in Public-Private Partnership (PPP) at the session for young practicing attorneys within the frameworks of the Seliger-2014 forum. Being a recognized leader in the sphere of legal support of PPP projects in Russia, Capital Legal Services aims at assisting with enhancing the legal education level and resolving the problem of a lack of qualified attorneys in this sphere. Pavel Karpunin, Partner of Capital Legal Services, Rimma Leshcheva and Denis Shtirbu, Senior Associates of Capital Legal Services, will give a lecture on “Investment projects based on the PPP mechanisms” on July 31, at 3:50 pm, and a master class on the “Role and function of a legal consultant at different stages of a PPP project (on the public side; on the private side)” at 5:30 pm. The lecture and master class will include a comprehensive analysis of legislative development in PPP in Russia – main tendencies, difficulties and prospects, practical recommendations for young attorneys, discussion and consultations.

The PPP mechanism provides broad opportunities for implementing investment projects in transport infrastructure and the social sphere, as well as for engaging private investors in construction of strategically important facilities of federal and regional significance. Various PPP models are used for building schools, hospitals, pre-school institutions, highways and railways and for creating smart transport systems. Implementation of such projects is impossible without a legal framework for this particular branch and the necessary number of qualified attorneys who are currently very few in number. The results of a preliminary survey of the forum audience showing that young attorneys feel the need for knowledge in this area, understand its prospects and want to develop in the PPP sphere were a pleasant surprise for us,” noted Pavel Karpunin, Partner of Capital Legal Services.
