Pavel Karpunin is a Partner at CLS. He heads the Public-Private Partnership (PPP) and Project Finance practice and supervises the Corporate practice.



Pavel has been practicing law for almost 30 years, 15 of which are at CLS. He passed all the stages of professional development in the firm from associate to partner. Under Pavel’s guidance, in 2008, the PPP and Project Finance practice emerged and became one of the strongest practices in Russia.

Pavel, together with his team, represents the interests of investors, financial institutions and public authorities. He has been involved in large-scale projects for Russian and international companies across various sectors, including road and transport infrastructure, airports and seaports, information technology, healthcare, environmental projects, manufacturing and logistics, the financial sector, utilities, and sports and entertainment infrastructure.

Under Pavel’s leadership, the first landmark PPP projects in Russia involving multi-billion private investments were successfully implemented, including the reconstruction of Pulkovo Airport and the construction of the Western High-Speed Diameter in St. Petersburg.

Pavel actively promotes and replicates St. Petersburg’s pioneering PPP experience across other Russian regions. The CLS PPP and Project Finance practice, headed by Pavel, has advised on projects in more than 30 constituent entities of the Russian Federation.

Pavel is recognized as one of Russia’s leading lawyers in the field of public-private partnerships. For many years, he has been ranked in the top tiers of respected international and national legal directories, including Chambers & Partners, The Legal 500, Best Lawyers, Pravo-300, Kommersant and Rossiyskaya Gazeta, in the areas of Corporate Law, Mergers & Acquisitions, Commercial Law, Investment, PPP and Infrastructure Projects, Antitrust law, Transport & Logistics, Energy and Natural Resources.

Pavel is a frequent speaker at профильных industry conferences and professional forums, and the author of publications and training programs on PPP. He actively shares his expertise and supports the development of young professionals.

Prior to joining CLS, Pavel practiced as an attorney with the Inter-Regional Bar Association and worked for more than five years at the Federal Registration Service of the Russian Federation.

In 2026, Pavel was included in the list of arbitrators of the Harbin Arbitration Commission which includes arbitrators authorized to examine and to make decisions on commercial disputes.

  • Comprehensive legal support of the concession agreement for the construction and operation of the bridge across the Chusovaya River in the Perm Region on behalf of the concessionaire.
  • Comprehensive legal support to the Administration of St. Petersburg and JSC “Pulkovo Airport” in the implementation of the first successful infrastructure PPP project in Russia.
  • Legal advisory services to the Government of the Khabarovsk Region in connection with a toll road project structured as a concession agreement, including full-cycle legal support from tender documentation to financial structuring.
  • Legal advisory services to the Federal Road Agency of the Ministry of Transport of the Russian Federation in connection with the concession-based project for the construction of the bridge across the Lena River near Yakutsk.
  • Legal support of the Western High-Speed Diameter infrastructure project in St. Petersburg.
  • Legal support for the implementation of a public transport electronic ticketing system project.
  • Development of the legal framework for a paid parking system in St. Petersburg and comprehensive support of a potential concessionaire.
  • Legal support of the PPP-based waste processing plant project in Levashovo.
  • Legal support of the Moscow–Kazan high-speed railway project, including structuring, foreign financing, state guarantees and regulatory compliance.
  • Comprehensive legal support of a regional airport construction project under a PPP model.
