State system of registration of title and cadastral registration of real estate will undergo changes

To develop the ideas set forth by the Action Plan aimed at improving quality of state services in respect of state cadastral registration of real estate and state registration of title to real estate and transactions therewith (the “Roadmap”), on June 28, 2013 the Government of the Russian Federation adopted the Concept of the Federal Target Program “Development of a unified state system of registration of title and cadastral registration of real estate (2014 – 2019) (hereinafter the “Program”).

The Concept of the Program determines the following priority tasks:
1.    To consolidate the Unified State Register of Title to Real Estate and Transaction Therewith and State Cadastral Register into a single information resource and to increase the quality of data on real estate contained in the registration and recordkeeping system;
2.    To render services based on a “single contact” principle;
3.    To reduce the period for state registration of title to 7 days;
4.    To reduce the cadastral registration period to 5 days.

In general, the Program is aimed at ensuring the best and comfortable conditions for state services to the consumer as regards state cadastral registration of real estate and state registration of title to real estate and transactions therewith.
