Anna Khokhlova is a Senior Associate of the Antitrust practice at Capital Legal Services.
Anna specializes in a broad range of issues related to the application of antitrust law, advertising law, contract system and procurement procedures.
Prior to joining Capital Legal Services Anna worked in the Federal Antitrust Service (FAS) for over six years, participating in elaboration of legislative acts in competition and mechanisms aimed at protecting it.
Based on her extensive experience in the FAS, Anna advises clients on a wide range of issues related to interactions with state authorities and practical application of antitrust laws.
In addition to experience in the FAS, Anna also has vast experience as an in-house associate in companies, which allows her to identify not only current, but also potential antitrust risks for corporate clients, offering comprehensive practical solutions, including in non-standard situations.
Anna also possesses unique expertise in practical integration of one of the first antitrust compliance systems in Russia in a major state-owned company.
Anna has extensive experience in representing interests in commercial arbitration courts in cases on contesting decisions of the antitrust authority, including cases on anti-competition agreements, including during auctions, unfair competition, violation of advertisement laws, violation of procedures for mandatory bidding.

Recent experience:
- Participation in development and introduction of one of the first antitrust compliance systems in Russia in a major state-owned company, including preparation of the full set of internal documents and holding the first internal investigations;
- Consulting a major supplier of medical equipment on issue of arranging interaction with dealers, including those supplying the client’s goods for clinics as part of state procurements, development and finalization of commercial policies on providing discounts and bonuses;
- Representing interests of a regional operator of solid waste disposal in the course of FAS examination of a case on abuse of dominant position, in which the antitrust authority presumed that the regional operator limited competition on the adjacent market;
- Contesting a decision of the antitrust authority on an anti-competitive agreement with the state client, including the appropriate decrees on imposing an administrative fine;
- Successful defense of a major state client in the course of a series of its actions during bidding procedures being contested, both in the territorial body and in the Federal Antitrust Service of Russia;
- Defense in court in the examination of a case on unfair competition of a publisher gaining benefit from using an artistic design that was associated with the design of a competitor’s publications;
- Representing interests of a client in an administrative offense case on not fulfilling instructions of the antitrust authority, where the legal position allowed terminating the case without adverse consequences for the client.
