On November 21-24, 2017, firm partner Pavel Karpunin and senior associate Julia Antipova spoke before the audience of the CNTI Progress educational center.

The main discussion topic was PPP as a mechanism for attracting investments in state and municipal management.

Pavel told the audience in detail about PPP in developing transport infrastructure, analyzing Russia’s transport infrastructure for the period up to 2030, and gave an overview of projects Capital Legal Services has implemented. Much attention was given to social PPP projects.

Julia’s topic was the legal structure of PPP projects. In her presentation, Julia spoke about the main participants of a PPP project and the parties of the agreement, the legal status of the property involved in the project, the particulars of negotiations in PPP projects, and gave examples of court rulings on such projects.

The course program involves lectures by leading lawyers, which are intended to help the participants understand how PPP programs are implemented in different areas of state activity, as well as complex issues of documentation and legal support for PPP projects.
