Partner Pavel Karpunin gives a lecture to regional government officials responsible for implementation of PPP projects

Pavel Karpunin, Partner, Head of the Project Finance and Public-Private Partnership (PPP) practice, gave a lecture to heads and specialists of regional government authorities, development corporations, bodies and structures responsible for implementing PPP projects. The event took place within the framework of the Professional Development Program organized by PPP-Institute supported by PPP Development Center and Peter the Great St. Petersburg Polytechnic University. The topic of the program was “Use of PPP mechanisms for developing regional and municipal infrastructure: necessary conditions, key stages of project implementation, effectiveness evaluation and support by government authorities at all stages.”
Pavel spoke on the fundamentals of legislative regulation of the PPP area in Russia, general principles, current legal base, as well as correlation between Federal Laws 115-FZ and 224-FZ.
Pavel, being a member of the expert council on PPP issues at the Russian State Duma and an active participant in projects aimed at improving Russian legislation, has deep expertise in issues related to adjustment of rules and regulations in PPP.

The Professional Development Program is taking place in St. Petersburg from May 22 to May 27, 2017. The program is organized by the Peter the Great St. Petersburg Polytechnic University and PPP-Institute supported by PPP Development Center. The program consists of 5 educational modules covering the key issues related to governing the PPP area on a regional level and managing public-private partnership / municipal-private partnership projects during the entire life cycle. Each module includes a practical part in form of a business game, workshop or an expert session.
