Pavel Karpunin, Partner, on opportunities of involving Chinese investments into Russian PPP projects

On August 25, 2017, an official meeting of representatives of the Russian Asian Union of Industrialists and Entrepreneurs (RAUIE) and state authorities of Russia and China took place at the Embassy of the People's Republic of China. Pavel Karpunin, Partner of Capital Legal Services, took part in this meeting. The Russian side was also represented by Rostislav Rovbel, Deputy Governor of Smolensk Region, Vitaly Monkevich, President of RAUIE, and Margarita Fedotova, Senior Vice President of RAUIE.
The Chinese party was represented by the Head of Trading Department of the Chinese Embassy in the Russian Federation, Li Jingyuan, and by representatives of Chinese companies, including Senior Partner and General Director of the DHH law firm, Yuan Yi.
Discussions were focused on opportunities to attract Chinese investors into Russian infrastructure projects, including projects implemented using the public-private partnership scheme. The Chinese party emphasized its interest in Russian infrastructure projects, and the participants of the meeting agreed on further steps for development in this field, as well as scheduled to hold a series of business events by the end of the year to discuss possible options for Chinese investors to participate in PPP projects.
