Principal Associate Igor Gorokhov speaks on the topic of “Was there an actual moratorium? Fine points of disputing cadastral value in 2017” at the Legal Debating Club

On February 22, 2017, a meeting of the Legal Debating Club took place as part of SPIBA’s joint meeting of the Legislation and Lobbying Committee and the Real Estate and Construction Committee. The topic of discussion was the recent changes in the procedure for establishing cadastral value and contesting it.
During the meeting, Igor Gorokhov, Principal Associate at Capital Legal Services and Co-Chair of SPIBA’s Legislation and Lobbying Committee, proposed to discuss some fine points and prospects, as well as the main difficulties of contesting the cadastral value in light of Federal Law “On state cadastral assessment” taking effect on January 1, 2017.
In the course of the meeting, SPIBA members and participants of the Legal Debating Club, including business representatives, practicing lawyers and assessment experts were also able to discuss the main new points and problems related to cadastral value, to examine the differences in determining and contesting the cadastral value in 2013-2016 and in 2017, as well as to share their experience in this field.
