Anna Persiantceva is a Principal Associate of the CLS Public-Private Partnership and Project Finance practice.

Anna specializes in providing legal support for major transport and social infrastructure projects implemented based on concession and public-private partnership agreements, including preparation of draft concession and public-private partnership agreements, direct agreements with financial organizations, draft legislative acts, preparation and support for private initiatives, support at the stage of performing signed concession and public-private partnership agreements.

Anna also performs preliminary study for investment projects implemented using the concession and public-private partnership laws, including development of organizational legal schemes, preparation of concepts of project implementation, analysis and assessment of legal risks, as well as support of tender procedures.

Anna's professional experience includes work in a consulting firm providing services on support of infrastructure projects, in regional state bodies in charge of policies in the area of economic development and PPP, managing legal activities in the Regional Development Institute that directly acted as an initiator of investment projects.

Anna actively participates in PPP events as a speaker, lecturer, expert, as well as in educational programs as a visiting lecturer at Universities on PPP / Infrastructure Projects.

• Providing comprehensive legal support for a private partner on the project “Reconstruction, financing and maintenance of a perinatal center in St. Petersburg on the terms of a PPP agreement as a private initiative,” including developing an organizational and legal concept of project implementation, providing support for the client in preliminary negotiations with the public partner in the course of development of a proposal for implementing the PPP project, developing the PPP agreement, preparing the proposal for implementing the project under the terms of the PPP agreement.
• Providing legal support for a concessionaire in the course of structuring the project “Construction and operation of a multifunctional sports complex on the basis of a concession agreement.”
• Providing legal support for a concessionaire as part of implementing a concession agreement for achieving financial closure, including providing analysis of legal risks in terms of their impact on the bank and the concessionaire based on analysis of the concession agreement terms and conditions; preparing a risk memorandum, drafting a direct agreement; representing the client in negotiations with the bank and the concession grantor on agreeing the terms of the direct agreement for the project "Creation and operation of an elderly care home under a concession agreement.”
• Providing comprehensive legal support for a client in the course of preparing and submitting a private concession initiative, including preparing and submitting a set of documents, including draft concession agreement, representing the client in negotiations with interested authorities on agreeing the terms of the project “Construction and operation of a polyclinic building and a radiation unit of a medical facility on the basis of a concession agreement as a private initiative.”
