Support for reconstruction of 28 regional airports

The Russian Ministry of Transport, as part of the National project Effective Transportation System, is implementing a program that involves reconstruction of 28 regional airports, aimed at increasing flight security, service quality and transportation accessibility. The main challenge for implementing this program was the need to engage private investors in the reconstruction of state airfields, given that there are no legal regulations that take into account the legal status of airfields and the variety of parties involved in their management. In order to solve these tasks, new legal regulation mechanisms needed to be developed, including new legal regulations for imposing an infrastructure duty that would be used to modernize infrastructure facilities of the airfields.

CLS provided comprehensive legal support, including preparation of the legal grounds that allowed to integrate partial financing into upgrading the airfield infrastructure, ensuring sound legal grounds for implementing the project. The legal support from CLS allowed to prepare the needed legal foundation, including intense support for the client in its interaction and negotiations with the authorities. Implementing this project allowed the client to obtain a unique solution that ensured legitimate access to the project, provided for financing guarantees for such projects and decreased the client's risks.
