Project Finance/Public-Private Partnership
Since 2008, the CLS Public-Private Partnership and Project Finance practice has remained one of the most stable and needed on the Russian market. The team provides a full range of legal services in the framework of structuring, preparation and implementation of infrastructure projects using various models – from concession agreements and PPP agreements to investment contracts, operator agreements, life cycle contracts and EPC contracts. The practice provides support not just in the course of entering into various types of agreements – concession, PPP, contractual, investment, etc., but also provides legal support in these projects at the stages of their execution and, if necessary, termination.
CLS represents the interests of a wide range of market participants: financing organizations, state and municipal structures, which ensures maximum understanding of clients' goals and an integrated and multifaceted approach to fulfilling their tasks. The team has accumulated extensive positive experience in structuring investor relations with the contractor and technical customer, with the operator and other parties involved in the project.
The team has successfully implemented over 170 infrastructure projects in over 40 regions of the country and abroad, including the first landmark projects: the reconstruction of Pulkovo Airport in 2008-2009, the construction of the Western High-Speed Diameter in St. Petersburg in 2011. The portfolio of implemented projects includes Russia's largest projects in various industries with investments of over 700 billion rubles.
