Creation and operation of the cultural facility Far Eastern Art Museum
The project provides for construction and operation, based on a concession agreement, of a new modern building of the Far Eastern Art Museum, which will house the largest collection of works and exhibits in the Far Eastern Federal Circuit. The new building will become the main attraction of Khabarovsk.
The project is a pilot project for lenders to finance the creation of large-scale museum complexes, which will allow them to develop a new direction and strategy for attracting debt financing for the creation of multi-functional cultural facilities and to scale similar projects. The project is planned to be funded under the Far Eastern Concession program being implemented by the Ministry for Development of the Far East and the Arctic in cooperation with VEB.RF and Far East Development Corporation.
CLS associates provided comprehensive legal and organizational support for the project, including drafting a concession agreement and a complete set of documents for submitting a private initiative, conducting negotiations with the concessor and financing organizations to agree on the terms of the concession agreement, and prepared all the necessary documents for signing the agreement.
The concession agreement was signed at the Eastern Economic Forum in Vladivostok on October 5, 2023.
