Creation and operation of a community center with landscaping of the adjacent territory in the city of Petropavlovsk-Kamchatsky on the basis of a concession agreement

The project is the largest PPP project in the region and the largest in the field of urban development in the Kamchatka Krai. It involves creation and operation of a multi-functional modern public space for cultural and leisure activities of local residents and tourists in the city of Petropavlovsk-Kamchatsky, as well as landscaping of the surrounding area.

The CLS team provided full legal and organizational support for the project from the development of its concept to entering into the concession agreement: preparation of the main terms of the project, development of a set of documents for the submission of a private initiative and concession agreement, provided comprehensive support to the initiator and investors of the project in negotiations with the concessor to agree on the terms of the concession agreement, prepared all the accompanying documents necessary for signing the agreement (including the state program and the approval of the terms of the project in the legislative body of the region).

CLS associates also provided legal advice to the client on land, tax and property issues and ensured that the concessionaire liaised with the project's creditors to obtain their positive legal assessment of the concession agreement and the financial model of the project. The concession agreement was signed on December 5, 2023.
