Construction and operation of buildings and structures to be appropriately equipped for storage and repair of property of the Armed Forces of the Russian Federation on the basis of a concession agreement

The project provides for the construction of facilities for the storage of military equipment in the volume of 234,000 tons (at least 1,100 units of military equipment) and a cargo turnover of about 143,000 tons.

CLS associates provided comprehensive legal support to the concessionaire in the course of project implementation, in particular, prepared a memorandum regarding the draft concession agreement provided by the client where they analyzed legal risks of the concessionaire and the financing institution, gave recommendations on minimizing or eliminating the risks revealed, drafted necessary amendments to the draft concession agreement and draft direct agreement, provided assistance to the future concessionaire during negotiations with the financing institution and federal executive bodies, provided legal support to the concessionaire at the financial closure stage.

The Order “On entering into a concession agreement” of the Government of the Russian Federation was approved in 2019, and the concession agreement was signed in December, 2020.
