Anton Nakou, Of Counsel and Head of the International Desk at CLS, took part in the round table “Export control system: current state and development trends.”

The event that brough together representatives of regulators, state corporations and leading industry experts took place on March 27 in Moscow.

The persons participating in the event confirmed its high status. Words of greeting to those gathered were spoken by Anna Fomicheva, Chair of the Committee for Foreign Trade and Digitalization of the Moscow Section of the Business Russia organization, Aleksandr Moiseev, President of the Association for Export Control, and Gayane Arutyunyan, Secretary General of the Public Chamber of the EAEU. Key speakers representing regulatory authorities and the industry spoke in the course of the program: Konstantin Tolstykh, Deputy Chief of the Directorate for Export Control of the FSTEC of Russia, as well as a representative of the Central Operative Customs and experts from Rosatom State Company, Yandex, Ural Federal University and HSE University.

Anton Nakou spoke with a report on the topic of “Particulars of Chinese export control,” which the audience found to be of great interest. At a time when the global trade rules are quickly changing, the expertise in Chinese regulation is becoming critically important for foreign trade players.

In his report, Anton Nakou, while referring to the current laws and practice, described in detail the fundamental changes in Chinese export control that took place in 2025 and the start of 2026. The audience received exhaustive information on the new requirements of the Chinese Ministry of Trade and the Main Customs Directorate, including:

  • Expansion of the list of controlled goods on account of strategic rare earth metals, electronics materials and semiconductors;
  • The exterritorial principle that extends licensing requirements to foreign manufacturers who use Chinese materials and technology;
  • Stricter procedures for licensing and checking supply chains;
  • New risks for foreign companies, among them the inclusion in the “List of unreliable organizations.”

The CLS expert especially noted the interconnection between the new export control rules and tax and currency risks, banking compliance, as well as practical recommendations on developing compliance procedures for companies working with controlled goods of Chinese origin.

“China is consistently and systematically transforming the national export control system, increasing its exterritorial effect and expanding the areas to which it applies. For Russian business working with China, understanding these changes is not just an issue of complying with formalities, but a critically important factor in retaining stable supplies and protection against regulatory risks,” comments Anton Nakou.

The meeting ended with a free discussion, with participation of representatives from the Russian Ministry of Economic Development, Russian Export Center JSC, Rosatom State Company, Severstal PJSC and other leading organizations. The round table results confirmed the high interest of business and the state in quality legal analysis of export control.
