Legal Alert: Submitting Notices on HQS Salaries

The CLS team would like to remind that employers and clients ordering works or services must notify the Russian Ministry of Internal Affairs on a monthly basis regarding fulfilling their obligation to pay salary/remuneration to highly qualified specialists (HQS).

The CLS team would like to remind that employers and clients ordering works or services must notify the Russian Ministry of Internal Affairs on a monthly basis regarding fulfilling their obligation to pay salary/remuneration to highly qualified specialists (HQS).[1]

The notice must be submitted no later than the last day of the month following the reporting quarter. Therefore, the notice for Q2 of 2025 must be submitted no later than July 31, 2025.

The main details to note when filing a notice are as follows:

  • The notice is to be drawn up as of the last day of the reporting period (for Q2 of 2025 that day is June 30, 2025);
  • The notice must be filed with the Center for Migration Issues of the Russian Ministry of Internal Affairs or the territorial body on the regional level which granted the HQS the work permit;
  • The notice can be submitted through the postal service by registered mail with return receipt, in form of an e-document through the Gosuslugi portal or in person to the authorized body;
  • The notice must be in a strictly established form.[2]

Please note that if the employer does not notify or violates the established procedure and/or notification form, the violation entails administrative liability in form of a fine on officials in the amount of 35,000 to 70,000 rubles and on legal entities from 400,000 to 1,000,000 rubles.[3]

NB: As of March 1, 2024, the amount of remuneration of an HQS should be at least 750,000 rubles per quarter.
